More Restrictions Loosen in LA as Pandemic Figures Plummet

On May 4th, Los Angeles County officially qualified for the least-restrictive Yellow tier in the state's COVID-19 reopening blueprint. As stated by Deadline in the article:

Around 11 million people in California will be able to travel around more easily as a result. It's worth considering that Los Angeles and San Francisco are among the state's most heavily populated counties and were once among the most infected regions.
The only Southern California county to make it to the yellow tier is Los Angeles while the remainder of the area will stay in the Orange tier. On May 3rd, however, covid-related hospitalizations in Orange County dropped out of the triple digits for the first time in months, with the county reporting only 55 new infections and no new fatalities.
The number of coronavirus hospitalizations in California reached a pandemic-record low on May 3rd and the state had a record-low 1.1% test positivity rate. Meanwhile, Oregon and Washington, the state's northern neighbors, are shutting down due to a spring surge. To qualify for the Yellow tier, a county must have an adjusted average daily rate of new covid cases of less than 2 per 100,000 residents for two weeks. The rate in Los Angeles County dropped to 1.9 per 100,000 people the week before. The adjusted rate was 1.6 per 100,000 on May 4th, a new record low for the region.
Most businesses, including movie theaters, concert venues, and theme parks, will be able to allow higher capacity limits once they reach the Yellow tier. According to state guidelines, fitness centers, card rooms, wineries, and breweries, for example, will increase indoor attendance to 50%, up from the current 25%. Bars can open indoors at 25% capacity, outdoor venues like Dodger Stadium can increase capacity to 67%, up from the previous 33%, and amusement parks, like Universal Studios, can increase capacity to 67%, up from the previous 33%. Some establishments that require their customers to be completely vaccinated can see even higher rises.
